The drawback creatures of this era almost all charged their controller something the controller could absorb: Juzam Djinn billed you in life, Phyrexian Negator in permanents, both costs you chose to pay because you were the one playing the card. This Djinn does something stranger by handing the bill to the wrong side of the table entirely. Each other player gets to refill while you, the one funding the refill, get nothing back. The design logic is cleaner than the rate looks, because "up to three" is the load-bearing phrase. The gift is optional: an opponent low on library declines rather than risk decking, anyone holding draw-punishment waves it off, so the drawback bends with the board instead of firing blindly. That makes the card a study in asymmetric clocks rather than stats. The evasive body wants to end the game before three drawn cards become three answers, which means it is honest only in a shell built to close fast; sit it in a slow deck and you have spotted the table a fresh handful for the privilege of attacking through the air. And the cost scales with how many seats are filled. One-on-one it is a single refill against your clock; across a full table you have restocked every grip in exchange for one swing, which is the rare drawback that gets more expensive the more company you keep.
