The math defines this one, and the math is grim: three activations at four mana each to produce three vanilla 3/3s, so twelve mana and three turns for nine power of Golems that do nothing on arrival. The tap symbol in the cost is what caps you to one activation per turn; the sorcery-speed clause simply pins those activations to your own main phases. What separates this from an ordinary token engine is the oil-counter currency, the resource Phyrexian designs use to meter out an artifact's lifespan. Here it hard-caps total output at three and no more, so this is a battery that discharges and dies rather than a repeatable factory, and that self-terminating design is the whole reason it deploys for a single green mana: you pay almost nothing up front, and the tax lives entirely in the activation. As an engine on its own axis, a one-drop that slowly assembles a small board over a game, it is unremarkable. Its real interest sits in the seams: the tokens are artifacts, the counter-removal is a repeatable on-demand trigger for anything watching oil get spent, and the oil counters themselves can be moved, doubled, or proliferated by effects outside its text. Treated as a printed line of tokens, it is slow and finite. Treated as a source of counters and artifact triggers to be manipulated from elsewhere, it becomes a substrate rather than a payoff.
