Imaginary Threats

Forced attacks are usually red's territory, the color built around goading and provoking, so handing the effect to blue at instant speed is the whole trick here. The standard line is to cast it during an opponent's draw step or upkeep, before they have committed to a turn, forcing every creature they control to charge into a board they would rather have stayed home for. Then those same creatures fail to untap during their next untap step, which means a defensive wall becomes an open lane for a full rotation: you alpha strike into a player who cannot block. Read the other way, it's a Falter that survives a wrath on your own side, since nothing here touches your creatures. The Fog-adjacent applications are real too, since forcing a stalled attacker into a creature you control can simply trade away their threats. The cycling clause is the concession that this is a narrow, situational answer: when there is no profitable attack to force and no race to close, you pay two and trade it for a fresh card rather than holding a blank. That floor is what lets a swingy, board-state-dependent trick earn a slot at all; you are never fully punished for drawing it at the wrong moment. The one wrinkle worth noting is vigilance: those creatures attack without tapping and stay back to block anyway, so the "no untap" clause does nothing against them.
