Voting was always a mechanic built on the fiction of collective decision: the table weighing in on will-of-the-council and council's-dilemma cards while one player watched the tally turn against them. This is the card that strips the fiction bare. For a single blue mana, you choose how every player votes for the rest of the turn, friendly and otherwise, including your opponents' ballots and your own, and you replace the card in hand on the way out. The cantrip is the quiet part of the design. Without it, an effect that only pays off when a voting spell or ability is about to resolve would sit dead in most hands; the draw turns it into a flexible blue trick that never costs you a card, held until you have a vote worth stealing. The timing is what makes it total rather than incremental. Because it grants control for the rest of the turn once it resolves, you can hold it and cast it in response to a voting spell already on the stack, so long as it resolves before votes are actually cast: no need to telegraph the play by committing before the trigger. The result is that you seize the whole election rather than nudging a single ballot. Its ceiling depends entirely on what council mechanic it hijacks; its floor is a one-mana draw spell you can hold until the table forgets it is there. It answers the problem the council mechanic created: the player who wants an outcome least is usually outnumbered, and now no longer needs the votes.
