Narrow permission that pays the opponent for the privilege of being told no, a constrained piece of color-pie-honest design of the kind white tends to get when it touches the stack at all. The double-white cost and the restriction to artifact and enchantment spells keep this a reactive answer rather than a generic Counterspell competitor: white does not get to stop instants or sorceries this way, only the artifacts and enchantments it has always policed. The life clause is the curious part. Refunding the spell's controller life equal to its mana value is a deliberate brake, a way to keep the rate from being free, and it reflects an older instinct that white's answers should carry a fairness tax baked in. Against a small artifact or a cheap enchantment the life is trivial; against an expensive bomb the gift can be real, which means the card quietly asks you to weigh whether the threat is worth letting your opponent climb back up. It points toward white's later comfort with answering noncreature permanents at instant speed, before the color settled on permanent-based removal like the Disenchant lineage and the "destroy or counter" hybrids that came after. As permission, it shows how cautiously early design let white hold open mana for the stack at all.
