Idle Thoughts

Enchantment3 generic manaBlue mana

The gating condition is the entire design: this only refills when your hand is empty, so it punishes you for holding cards and rewards you for emptying it. The reward goes to a deck built to dump its grip fast and then keep the gas flowing, where every untapped pair of mana converts into a fresh card, but the moment you draw something you would rather sit on, the faucet shuts off until you have committed it to the board or the stack. The tension is honest: you cannot stockpile draws, because the empty-hand check runs as the ability resolves, so one clogging card locks the whole engine until it leaves. That is the wrinkle that separates this from a true draw engine. A conventional cantrip or value enchantment grows your hand; this one only functions on the far side of having spent it, turning emptiness itself into the resource. The repeatable activation matters here because it makes the empty-handed state self-sustaining: once you are out of cards, the engine keeps feeding you one at a time, though drawing something you cannot spend can clog the grip and stall it. As a value piece it is slow and conditional, which is precisely why it belongs to the empty-handed-by-design school rather than the grindy reserves that want cards in hand to react with.
