The discard is delayed, and that delay is the whole point. Three cards for two mana is a rate that ordinarily comes with an immediate tax: you draw, you pitch, you break even on hand size and walk away even. Pushing the discard to the next end step opens a window the entire turn lives inside. Cast it, dig three cards deep, and spend everything you found before the end step arrives. The discard is not a downside to mitigate; it is a clock you race against, and the design assumes you have somewhere to put those cards: a storm count to climb, a graveyard to stock, spells to chain off the fresh fuel. In a deck doing nothing, it is three cards drawn and three thrown away for no profit. In a deck built to empty its hand inside one turn, the discard never resolves on anything you wanted, because you cast it all first. That conditional payoff, hand emptied before end step or punished at it, is the line between this and a clean draw spell. The Arcane type ties it to the splice ecosystem of its era, but the card's real lineage runs through blue's burst-draw spells that hand you a fistful of cards on the condition that you have a plan for them now, this turn, not next.
