Icy Manipulator

The original tap-down artifact, and the design template Wizards has been refining for thirty years. The structural choice that matters is the activation cost: a single colorless mana plus the tap, repeatable every turn, on a permanent that any deck can run. That is the lever. Earlier designs would have asked for a color or a one-shot effect; pricing the lockdown as a recurring colorless activation made it a soft-lock engine that scaled with mana rather than with deckbuilding restrictions. The target line (artifact, creature, or land) is unusually wide for the era, and the land clause is what built its reputation: a Manipulator against a two-land opponent is a turn-by-turn mana tax that no other early artifact replicated. Just as important is when it fires. The card lives at instant speed, tapping a land during the opponent's upkeep to deny the mana in later steps and phases, or tapping a blocker at the beginning of combat. That window is the whole point, and it is why the cheap activation never had to be cheaper. Successors have spent decades chasing the rate without matching it: Meekstone restricts itself to attackers, Winter Orb is symmetric, and the modern tap-down creatures trade repeatability for a body or for additional flexibility. Keep the activation colorless and recurring, and the lockdown stays a soft tax rather than a hard answer; loosen either constraint and the effect breaks open. Every "tap target permanent" card printed since is essentially a negotiation with this one.
