The trigger recurs, one opportunity per end step, but the free cast is single-use: the moment you take the deal, the scheme abandons itself. So the ongoing clause is not a repeatable engine; it is a holding pattern, keeping the threat live turn after turn while you wait for the right card in hand. The pressure lives in that face-up window, sitting in your command zone as an announced villainy the table can see coming. The end-step timing is the catch that keeps it honest. Whatever you drop arrives with the turn about to pass, so a creature or engine deployed this way spends a full lap of the table exposed before you can use it, every opponent's removal and sweeper free to answer on their clock, not yours. That trade steers the scheme toward spells that punish on impact or need no follow-up: burn to the face, your own board wipe, an instant that ends the game where it stands. Note the trap for the greedy: casting "without paying its mana cost" fixes X at zero, so the fireballs and drains you would normally point here resolve for nothing. The scheme rewards fixed-cost bombs, the game-enders whose only problem was ever affording them on time.
