Two damage for a single red mana is fair rate on the low end of premium creature removal; the card exists to make that rate spike against one specific enemy. The conditional doubles the payoff whenever the target carries toxic, taking down bigger poison threats that the base two-damage mode leaves standing. That framing is the whole point: this is a hoser wearing a burn spell's clothes, priced to see maindeck play as a real removal spell while quietly hard-answering an entire mechanical axis. Anti-mechanic removal has historically lived in the sideboard, contingent enough that it did nothing off-plan; a player who drew it against the wrong deck was down a card. Here the floor is a functional red instant that kills any small creature, and the ceiling is a four-damage answer to threats the base mode cannot reach. The design trick is that maindecking it never feels like a tax, because the weak mode still trades, and yet the reward for facing the intended targets is steep. Note that the toxic check happens on resolution against the creature's own keyword, not on damage dealt or on counters placed, so it fires cleanly whether the creature has toxic 1 or toxic 4. That is the tidy part of the build: one clause, no tracking, a removal spell that scales itself to the board it was meant to police.
