A counterspell you commit to before you know what you are countering. The trick that makes this enchantment work is the timing of the trigger: it goes on the stack the moment any player casts any spell, friend or foe, and the controller of the enchantment cannot choose to hold it back. The first spell cast after this resolves is the one that dies, even if that spell is your own. That self-targeting hazard is the whole design tension: a permanent counterspell sitting on the battlefield is enormous value in the abstract, but the cost is that you forfeit the ability to cast spells freely while it sits there, and so does everyone else. In practice it functions as a Stranglehold on tempo, a tax on the next play rather than a reactive answer you aim. The control player who lands it wants the table frozen; an opponent willing to throw away a cheap spell can pop it and clear the path for whatever follows. Stronghold-era blue was full of these conditional, install-and-wait permanents that asked you to read the room before acting, and this is among the purest examples: a counter whose victim is already locked in by the time you decide whether you can afford to play around it.
