That rationing is the design work here: it asks you to value an opponent's discards and dead creatures as a renewable resource rather than a single meal. The friction in practice is the seven-mana entry: by the time it lands, the graveyard it raids has to be worth raiding, which ties the payoff to grindy, attrition-heavy games where bins fill up and nobody concedes early.
