A board wipe with a built-in loyalty test. The condition for survival is a counter, any counter, and the card arrived in an era where +1/+1 counters were a central currency: fabricate paid out in them, modular passed them around, and creatures that bulked up on counters were everywhere. That context turns Hazardous Conditions from a flat sweeper into a one-sided one, killing the opponent's bare creatures while your invested, counter-bearing board walks away untouched. The design move is making asymmetry a deckbuilding reward rather than a coincidence: you pay for the sweep up front in deck construction, by leaning on creatures that carry counters, and the spell collects on that investment. The -2/-2 is small enough that a fat body survives it, which is the friction that stops it from being a clean reset; it punishes a go-wide swarm of tokens and one-drops far harder than a beefy four-drop with toughness to spare. As a result it reads less as a panic button and more as an aggressive midrange tool, the kind of effect a board built to grind wants in the same colors it already plays its creatures. It rewards a board you have already shaped rather than one you wish you could erase.
