The pump it offers is pointed in a way that gives the whole design away: only blue or red creatures, and only their power. A black two-drop that can buff neither its own color nor itself is built to reward an allied-color premise, the kind of cross-color nudge that gold-heavy early-era sets used to push players toward two- and three-color shells. The activation is the point, not the size of the bonus. Two mana for +1/+0 is a miserable rate in isolation, but it is a rate you can pay every turn, which makes the Weaver a slow mana sink that grinds out one extra point of combat damage at a time. The 2/1 body is the catch: it trades down to nearly every removal spell and burn card it might face, and it never feeds its own ability, since "blue or red" pointedly excludes the black it costs. That mismatch is the tension the card lives inside. It asks you to pair the black it costs with the blue or red its text serves, then earn a fragile two-drop's slot on the strength of a repeatable ability rather than a statline. This is the work middling allied-color enablers are designed to do: they pay off the player who committed to the color combination and cost nothing to the player who ignored the premise entirely.
