Legendary Creature — Halfling DruidGreen manaBlue mana

The 0/4 body is the whole design argument here: this is a creature built to sit still and be activated, never to attack, and the toughness is what keeps it alive long enough to matter. The activated ability folds two things blue-green loves into one repeatable line: card draw and free land drops beyond your natural one per turn. Because the ability puts lands from your hand onto the battlefield rather than searching your library, the payoff runs backwards from the usual ramp logic: excess lands, normally the dead cards you dread drawing late, become fuel instead of clutter, and a deck stuffed with them gets more out of the engine than one that thins itself. The trap is the mana math. At four mana per activation you are spending a full turn's worth of resources to draw a single card and maybe ramp once, so the engine only breaks even when you can fire it multiple times in a turn or when each activation reliably lands a land drop. That makes ramp and untap effects the natural partners, since the payout scales with available mana rather than with any counter or trigger condition. What it offers is a slow, grinding advantage engine on a durable two-drop that asks nothing beyond mana to keep running: a low-maintenance value creature that accrues rather than explodes.
