The elegance here is packing two entirely different jobs into one X spell, and letting the caster decide which one they're paying for. Point the X high and it's a go-wide finisher, dumping a swarm of Citizens onto an empty board. Point it low, even at X of zero, and it's a two-mana instant that makes your whole team indestructible: a way to survive a board wipe, a shield against a sweeper, a combat trick that turns every block in your favor. That second mode is where the design earns its keep, because indestructible-your-team effects usually cost a full spell slot on their own, and stapling a token-maker to it means the card is never dead. The white weenie and token strategies that want the anthem of bodies also want protection from the exact sweepers those strategies invite, and this answers both wants without asking you to split your deck between them. It cleans up the oldest go-wide liability: the more creatures you commit, the more a single Wrath punishes you, so pairing the army with an insurance policy on the same card is exactly the fix that problem has always wanted. Both halves happen at instant speed, which is the whole reason it works as insurance rather than just an army; you hold it up, and it becomes whatever the turn demands.
