Mountainwalk dates this card precisely. In the earliest era of tribal design, basic-land-walk was the default evasion currency, printed on the assumption that red would face other red decks often enough for the keyword to count. That assumption aged poorly, and the lords that followed all spent the landwalk slot on something universal: Goblin Chieftain added haste, Goblin Warchief a cost reduction, Krenko, Mob Boss a token engine. The mountainwalk here is the fossil record of a philosophy that still believed evasion against the mirror earned its place; two games out of three, it does nothing. What survives is the other half of the text: an anthem stapled to that evasion grant, both restricted to a single creature type, on a 2/2 body that is itself a Goblin and so benefits from neither part of its own line. This was first-generation tribal work, written when "tribe" was barely a concept and Wizards had only begun defining what creature-type identity meant on a card. The +1/+1 to a swarm proved durable enough that the lord shape it established (a creature that pumps its own type while staying outside its own buff) has been reprinted in some form across Goblin-supporting sets for decades. The anthem is the load-bearing piece; the landwalk is the part history quietly retired.
