Putting flying on a cheap red creature requires a tax, and the "can't block" line is how an early-era design paid it. Red rarely gets evasion at two mana, so the trade had to be honest: the Goblin earns its place by hitting in the air, but it never plugs the ground, leaving it a clock and nothing else. Strip the defensive option away and a 1/1 flyer for two stops being a free upgrade over a vanilla baseline; you are buying air access, not a complete creature. The card belongs to a teaching-set lineage whose whole brief was explaining the game through stripped-down designs, and this is how you hand a color an evasive threat without letting it do everything at once. The body is small enough that the flying matters more for chip damage than for any real board presence, and the lesson the card encodes follows directly: aggression in red comes with a cost paid somewhere, here in the defensive column.
