Tempo packaged onto a body, which is the whole trick and the whole limitation. The 1/3 is incidental; the value is the enters trigger, a Boomerang stapled to a creature that bounces a land instead of a permanent of your choosing. Against an opponent the effect sets their development back a turn while you keep a chump blocker; in your own hands it can replay a land with its own enters-the-battlefield trigger, or bounce a tapped land to redrop it for one fresh mana toward a second spell. The constraint is that the bounce only fires when the creature shows up: there is no instant-speed window to punish a misstep or save it for a key combat. That makes it a slower cousin of the floating bounce spells, trading flexibility for a permanent that stays behind. What it does give you is a repeatable hook for anyone willing to flicker, reanimate, or otherwise re-enter the creature, since the trigger does not care how it arrived. The template here is the older one of fusing a modest body to a one-shot spell effect and letting the rate carry it, a design pattern that predates the enters-the-battlefield value engines that later turned that idea into a deckbuilding axis of its own. The effect points either way with equal indifference, which is mostly a polite way of saying it never asked to be more than a tempo-positive blocker with a single useful turn.
