The two costs split the same effect into two clean halves: the body and the trigger. Cast for full price, you keep a hasty 3/1 on the battlefield and use its enters-the-battlefield trigger to wave two would-be blockers out of the way for the turn, then you have an attacker that stays. Evoke for the discount and the trigger still resolves, but the creature is sacrificed the instant it arrives: no body, no swing from this card, just the "two creatures can't block" effect at a cheaper rate. That is the design joke at the heart of evoke, the keyword that lets you pay less to keep only the trigger. Where the marquee evoke designs put a genuinely format-warping spell on the cheap end (a board wipe, a counter, a hand of cards), this one's effect is a combat-enabler aimed at the same problem the haste body is built to attack: pushing damage through a stalled board. Note that "can't block this turn" is not a tap effect; the targeted creatures stay untapped and can still attack you back, they simply cannot stand in front of your team this combat. The two modes ask the same question from opposite directions: do you want a permanent attacker that also clears two blockers, or do you just want the clearing, cheap and disposable? The gap between the costs is narrow and the payoff modest either way, which makes the card a tidy small-scale illustration of how evoke is meant to feel.
