The attached to every activation is the whole proposition: whatever creature this Ouphe untaps has to be doing something worth substantially more than three mana per cycle just to justify the loop. That math is the design's central tension. Untapping a big mana producer or a high-yield tapper is the only path to actually netting value, and the overwhelming majority of creatures never clear that bar. Read it as a combo piece hunting for a partner: a permanent built to flip another permanent back upright, not a body you cast to attack or block. The steep rate stops reading as a misprint and starts reading as a deliberate governor. Free or near-free untap effects have always invited self-perpetuating loops, so the recurring price here functions as a brake, denying the engine any chance to spin without external mana feeding it. The 1/1 confirms the intent: this works on a clock slow enough that you have to want the interaction badly. It sits in an early-design lineage of repeatable untappers drawn up before the template settled into cheaper, snappier versions, and the cost is doing all the balancing work the small body cannot.
