What a Learn effect really fetches here is a blank check. Most of the toolbox this mechanic reaches into holds narrow, single-use reactions: a card you grab to answer one specific problem, then never want again. This one instead offers raw scaling material, a body sized entirely by the mana left after the two hybrid pips are paid. Early that is a small token that accomplishes little; late it is a finisher tutored up on demand, arriving as large as the mana available allows. The 0/0 chassis is the point: not a beater but a seed, a base of X +1/+1 counters built to be multiplied by proliferate, doubling effects, and counter manipulation rather than swung once and forgotten. The hybrid cost keeps that access open to any deck touching green or blue without demanding a fixed color commitment, and the counter-based construction reads as a payoff for shells already invested in growth. Retrievable from outside the deck, sized to the board at the moment of retrieval, keyed to the counters that define the Fractal creature type: those three properties push it away from the reactive answers that share its subtype. Where the rest of the toolbox teaches a specific response, this one teaches material that becomes whatever the board needs it to be.
