The price tag is the deck. Six mana for card draw that scales off Islands reads like a midrange refuel until you notice the lever: the more single-mindedly your manabase commits to one color, the larger the payout. A two-color shell wants this to mean "draw a few." A mono-blue shell wants it to mean "draw your hand back, plus interest," because every land counts and the spell turns a flooded board into a fresh grip. The scaling clause inverts how most powerful blue draw spells are gated. Where the usual lever is sorcery-speed restriction or a steep flat cost, here the gate is your own discipline: greedy fixing dilutes the count, monochromatic builds maximize it. The effect tallies your permanents to set its payout, a structural idea Wizards has since keyed to basic-land counts rather than fixed numbers. The sorcery speed and the cost keep it honest as a button rather than an engine: you cast it when you can afford a turn off, not when you need to interact. What earns it the slot in the decks that want it is the open-ended ceiling. A late cast in a heavy-Island build does not draw three or four; it draws whatever the game has let you assemble, and that uncapped top end is what separates it from any fixed-count alternative.
