A removal spell from an era when red wasn't supposed to have one, and the rate reflects the discomfort. Five mana at instant speed to kill a creature or a land, with regeneration shut off, gave red access to two things its damage idiom couldn't legally reach: a resolved fatty too large to burn down, and a key land no burn spell could name. The split target is the interesting part. Most red removal of the period spoke in damage, which capped what it could answer and where it could point; this one trades the damage idiom entirely for unconditional destruction. The no-regeneration clause is the part that dates it: regeneration was a load-bearing defensive mechanic then, and a clean kill that bypassed it was worth a real premium. Red eventually got cheaper, more flexible destruction, and the land-kill mode wandered off into its own corner of the color pie, so the slot Fissure occupied has long since been split among more specialized cards. This is the moment red was first handed a true "destroy," with the inflated cost and the regeneration rider both signaling how reluctantly that permission was granted.
