The 2/4 split is the entire design statement. Power two means it rarely matters as a clock; toughness four means it absorbs the early ground beats and trades up or stalls against opposing flyers, surviving the burn and combat math that cleans off a 2/3 or a 3/2. That math makes it a stabilizer rather than a threat: the French vanilla flyer a control or tempo shell ran to buy turns until a real card arrived. The name and the Drake type line do more identity work than the rules box, which stops at the keyword. This is set-filler from an era when a clean flying blocker at four mana was a reasonable common-to-uncommon role-player, not a card anyone built a deck around. A wall with wings, and it pretends to be nothing else.
