Fiery Encore

Storm on a rummage effect is a strange pairing, and the seam between the two rewards study. Most storm cards want to be free or nearly free so you can chain them; this one costs five and does something almost incidental on its face, cycling a card away and replacing it. The damage rider is where the loop-and-payoff logic sits: each copy discards and draws again, and every nonland card pitched throws its mana value at a creature or planeswalker. So the reward scales twice, once on the number of copies storm generates and again on the size of what your deck is willing to discard. A high storm count that only churns lands does nothing but reshuffle your hand; the burn only materializes when you have expensive nonland cards to feed it. That tension (you want to be casting spells to build the count, but you also want to arrive with a hand full of heavy cards to sacrifice) makes it a payoff that asks two different things of a deck at once. It is a rare instance of storm bolted to a discard engine rather than a cast-cost engine, and the damage it produces is a function of what you throw away rather than what you cast, which inverts the usual arithmetic of the mechanic.
