Vanilla creatures like this anchored a design philosophy where stat distribution did the heavy lifting and the player supplied the strategy; the Scouts exist to buy time, not to do anything clever with the stack. Read against later white defensive bodies that picked up vigilance, lifelink, or reach to justify their slot, it is a reminder of how much a clean toughness number alone used to be worth when the format around it ran lean and low to the ground.
