Fear My Authority

Ongoing Scheme

An anthem the whole table has to survive rather than one you cast to win a game. The Archenemy format flips Commander on its head: one player runs a scheme deck and takes on the rest of the table at once, and ongoing schemes are the durable board states that let the villain keep pace against three opponents' worth of resources. This one hands the entire army a static pump and an evasion package, converting a stalled ground assault into one that only artifact creatures or black creatures can interpose against. The upkeep clause is the balancing lever: keeping the scheme face up costs a card or three life every turn, so the buff is never free tempo but a recurring tax paid out of the archenemy's already-strained resources. That bleed is deliberate on a format where the villain is meant to be powerful but not unbeatable, and it forces a genuine read each turn on whether the swing is worth the cost. The evasion grant matters most against wide chump-blocking boards, which is exactly the wall a multiplayer table throws up to slow a lone aggressor; fear cuts through everything that is not artifact or black, and the +2/+2 makes each unblocked hit land harder.

(An ongoing scheme remains face up until it's abandoned.) Creatures you control get +2/+2 and have fear. (They can't be blocked except by artifact creatures and/or black creatures.) At the beginning of your upkeep, abandon this scheme unless you discard a card or pay 3 life.
