Four mana for a hard counter alone is a steep ask, and the loot rider attached here is the design's way of squaring that price: the counter is the spell you cast, the card filtering is the consolation for paying double-blue to do something Counterspell does for two. The structure matters more than the rate. Drawing then discarding means you trade the now-dead counter (or a flood of lands, or a sideboard card you no longer need) for fresh gas, smoothing a control deck's draws while you hold up interaction. It is the same impulse behind the older permission-plus-card-advantage line: Dismiss, Forbid, the cantripping counters that let a control deck keep its hand full while it answers threats. This one is stingier, since the loot nets no extra cards, only quality, but that is also why it survives in a curve where unconditional countermagic at four mana needs to do more than say no. The discard half is not friction so much as the point: it turns dead cards live, which is exactly what a counterspell-heavy hand wants when it has done its job and is sitting on spent ammunition.
