The base function is the oldest tempo trick in blue: send a nonland permanent back to hand, buy a turn, reset the board on your terms. What distinguishes this one is how it splits its payoff. The surveil is contingent on controlling a Desert, which turns an otherwise generic instant into a payoff card for a specific land theme. That conditional design is deliberate: it lets the card sit at fair rates for players who ignore the rider entirely, while quietly rewarding anyone whose manabase leans into a particular subtheme. The surveil is small (one card, filtering the top of your library toward graveyard synergies or away from a dead draw), but it stacks value onto an instant that was already worth casting. The result is a card that reads as two different cards depending on the deck around it: pure interaction in one, a smoothing engine with a bounce attached in the other. It is a tidy example of how a land-condition rider can add texture to a commodity effect without inflating the mana cost.
