That "up to" clause is the quiet discipline here; unlike the older self-bounce bodies that forced you to lift a permanent whether you wanted to or not, this one lets you decline and simply be a flier when there is nothing worth recycling. Note the timing: with no flash, you can normally only cast it on your own turn, so this is a proactive engine piece, not a reactive save against removal on the stack. The body is where the honesty lives: a 2/2 flier for is a fair, unspectacular rate, so the reuse loop has to earn its keep in a deck already stocked with enters-the-battlefield triggers rather than carry the card on its own. Because the return targets a permanent and not just a creature, an aura source, an equipment carrier, or an artifact all fall inside its reach. It sits in the long white lineage of small evasive creatures that ask you to have set up value before they arrived, offering a modest clock as the floor and a rebuy engine as the ceiling.
