The toughness clause draws a hard line through the creature roster: anything with toughness 2 or less gets pinned, anything sturdier walks past untouched. That puts it among the repeatable tappers built to grind low-toughness boards, the role Master Decoy and similar weenie-locking utility creatures fill, but with a built-in ceiling that keeps it from neutralizing real threats. The restriction does the balancing: it never touches the fatties it would actually need to stop, so it works best against go-wide swarms of small bodies, where tapping a blocker or a key attacker each turn taxes an opponent without ever resolving a card. As a Rebel, it slots into the searchable network that defined that tribe, fetchable by the Rebel chain and cheap enough to come down early and start clicking. The flavor reads as a debuff-on-a-stick: a 1/1 that contributes nothing in combat but turns the slow accretion of tap effects into a way to hold a fragile board together. This is incremental control that rewards patience over tempo, leaning on the activated ability turn after turn rather than any single big play.
