The conditional ramp is the design conceit: it only fetches a basic while you control four or fewer lands, so its power decays as the game progresses, by intent. A Rampant Growth that lands the basic tapped, gated to the early turns when ramp actually matters and switched off the moment you no longer need it. That gate is what pays for the second mode. Cycling here is bought entirely with a land: no mana, just sacrifice one and discard the card to draw. The sacrifice is doing two jobs at once. It converts a now-useless spell into a fresh card precisely when ramp has stopped being useful (late, flooded, sitting on more lands than you can spend), and shedding the surplus land claws a glutted hand back toward function instead of leaving it clogged. The card reads its own relevance off your board and offers the appropriate half. Most ramp spells are stranded weight in the late game; this one was built with an explicit escape hatch, an early-era experiment in a smoothing spell that smooths in both directions rather than rotting in hand once its window has closed.
