Pay one red and as much more as you can afford, and every creature without wings plus each player takes the full count. The full count matters: this is not a divided burn spell like Fireball, but a flat sweep that hits each creature and player for X all the way down, which makes it a board wipe and a win condition without needing two cards to do it. The flying clause is the structural pivot. By exempting fliers rather than a toughness band or a creature type, the design hands red a sweeper that doubles as reach against the player, and it forces the deckbuilder into a real question about ground versus air that has shaped red-green and mono-red strategies for thirty years. Read the card as a burn spell with incidental board wipe, not the reverse, and the order of the text tells you who it is for. Wizards has spent decades printing variants that move one dial at a time: Hurricane swaps to green and inverts the flying clause to hit only creatures with flying; Fault Line keeps the player damage but moves to instant speed for a heavier cost; Rolling Earthquake swaps the exemption to creatures with horsemanship. Each exists because Earthquake set the baseline so cleanly that you can name a new sweeper by which of its parameters someone changed.
