Mountainwalk is the oldest kind of evasion in the game, and it has always carried the same bargain: the keyword costs nothing on the card precisely because it pays out only when the opponent happens to be playing your color. Confront a board with no Mountains and it does nothing, which is why landwalk lived almost exclusively in commons and low rarities like this one. The deeper problem is that the keyword punishes the wrong opponent. A mirror match turns a 1/1 into an unblockable clock; a deck with no red mana shrugs it off entirely. That conditionality is the reason red Dwarves of this era stayed roster filler rather than playables: a one-power body whose evasion depends on the opposing manabase is a coin flip resolved before the game starts, decided by someone else's land choices. It reads as a holdover from an older design philosophy, when landwalk was distributed freely across tribal commons as flavor (Dwarves on Mountains, Merfolk on Islands) and the format's land diversity was trusted to keep the ability honest. Later design largely abandoned the cycle for that exact reason: an ability that swings from irrelevant to auto-win based on the opponent's lands is a feel-bad on both sides of the table. What remains is a clean artifact of how cheap evasion was conceived before menace and flying crowded the space.
