That inverts the usual instinct for regrowth effects, which tend to fire hardest in topdeck mode when you have nothing on the table. Here the payoff scales with commitment: build the board first, then get a permanent back to redeploy it. And the return is broad, any permanent card, so the graveyard it dips into can hold a fallen creature, a burned mana rock, a swept-away enchantment, or a cracked planeswalker. The green half of the color pie rarely gets to launder its own graveyard this efficiently, and pinning the effect to a go-wide precondition keeps the recursion honest without a life cost or an exile clause doing the balancing work.
