Adding a counter and subtracting one are usually two different jobs asking for two different cards: something proliferate-adjacent to grow what you already own, something else entirely to knock the lethal loyalty off an enemy planeswalker. This construct folds both intents into one enters trigger and, crucially, resolves them per kind of counter on the target. It does not double a stack; it puts exactly one more of each variety, or takes one away, and it walks the list one type at a time so a single permanent carrying several kinds gets a separate decision for each. Point it at your own creature loaded with +1/+1 counters and it nudges the board forward. Point it at a planeswalker and it chips a point of loyalty toward zero. Point it at something wearing a finality counter, an oil counter, a stun counter, and it reads each pile on its own axis. The 2/4 body is deliberately quiet because the trigger is the whole design, and because the effect rides an enters ability, any blink or reanimation loop rebuys it on command. What makes it worth building around is that it cares about counters as a system rather than any one archetype's use of them: it is an answer, and occasionally an engine, tuned to the entire counter economy the game has accumulated over the years.
