Draconian Cylix

Artifact3 generic mana

Regeneration on demand is a genuinely powerful effect: it turns one-for-one removal into a stalemate and lets a single blocker eat attacker after attacker, so the cost of a colorless, repeatable outlet cannot simply be mana. The Cylix prices each save against your own hand and refuses to let you choose which card you lose, which means the engine grinds you down even as it protects your board. That awkward, hand-attacking cost was a recurring move in early artifact design, a way to let any deck reach a color-locked effect while keeping the access painful enough to matter. The random-discard clause in particular dates the card: later design largely abandoned "discard a card at random" as a recurring cost because it punishes the controller in ways that are hard to play around and feel arbitrary rather than challenging. What the Cylix preserves is the period when regeneration was treated as a premium defensive resource worth gating behind real attrition, before the keyword drifted toward cheap creature riders and eventually fell out of favor entirely.
