Hard counters that simply read "counter target spell" have lived in blue since the beginning, and the premium ones either cost less or attach a card-advantage rider. This one bolts a card-quality rider on instead. Looking at the top four and reordering them adds no card to your hand, but it stacks the draws to come, which in a tempo-leaning control shell is worth more than it first reads: after you answer the threat, you decide whether the next turns deliver lands, answers, or your own threat. The four-mana price is the tax for welding that selection onto an unconditional counter, and it sits a tier below the cheap, clean permission spells while staying functional in any blue deck willing to pay full freight. The reorder also rewards sequencing knowledge: knowing which of the next four matters most makes the rearrange meaningfully better in practiced hands than it looks on paper, since a careless reorder squanders the entire upside. What you get is the middle path between a two-mana counter and a counter-plus-cantrip: pricier than the former, less raw card advantage than the latter, trading both for a guarantee about what comes next rather than how much.
