That restriction is the whole bargain. A pure power boost with no toughness attached is built for racing, not grinding; it turns a board of small bodies into a lethal alpha strike but leaves them exactly as fragile on the back swing. The missing toughness bump is deliberate, keeping the card from doubling as a defensive anchor the way a symmetrical anthem would.
