Hexproof was, for a long stretch, the one form of protection a noncreature deck struggled to break: counterspells and removal hit the threat, but a commander or creature that pulled itself out of targeting range left the table with no clean answer. This is the colorless land that quietly closes that gap. The tap for a single colorless mana produces nothing exotic, but the second ability turns off hexproof on your opponents and the creatures they control, opening a window for whatever targeted spell or ability you already meant to land. The structure is what makes it precise. It grants no removal of its own; it only strips the shield, so the generic mana and the tap are really the entry fee for interaction you have already committed to your hand. The shield drops for the turn, not permanently, so it never functions as a standing answer and ties its value to having something ready to fire the same turn. It leaves shroud untouched (shroud blocks all targeting, including your own permission), so the aim is narrow: the one keyword players can still attach freely to a threat and expect it to stick. As a utility land indifferent to a deck's color requirements, it belongs in any list that has decided hexproof is the problem it most wants to answer, trading a source that works toward the deck's colors for one that produces only colorless.
