Crime is the mechanic that turns targeting into a trigger, and this Homarid asks a mill deck to do the one thing mill decks rarely want to do: interact. Every removal spell you point at an opponent's creature, every bounce, every graveyard-hate exile, every counterspell aimed at their spell now cashes out as three cards off the top of their library. Because the trigger fires only once each turn, you cannot chain three crimes into nine mill in a single turn, so the payoff stays steady rather than explosive, and the deck it wants is one that was already casting a crime every turn anyway. The 2/4 body reads defensively for a reason: it blocks the small aggressive creatures that would otherwise race a mill clock, buying the turns the engine needs to matter. What makes it a genuine build-around rather than a filler payoff is that mill and interaction usually pull a deck in opposite directions (one wants to durdle, the other wants to trade), and this collapses them into the same card. The crime you were casting for tempo is the crime that empties the library. It is the rare mill piece that rewards a controlling, reactive posture instead of a dedicated self-mill or discard shell, which is a narrow but real slice of design space.
