A symmetrical hate piece from the era when Wizards built lock pieces by tightening a fundamental rule of the game rather than by targeting a specific card or mechanic. The untap step is normally the most generous moment in Magic: every permanent you control readies for free, every turn, forever. This card rewrites that contract for artifacts, and at the time that was a precision strike at the artifact-mana engines (the fast-mana accelerants and tap-down lockouts) that had defined its set's tournament shape. The design is purely structural: no triggered ability, no target, no mana cost to activate, just a global clamp on how the untap step resolves. That makes it harder to interact with than a tax or a tapper, because there is nothing on the stack to counter and nothing to remove besides the enchantment itself. It sits in a small lineage of untap-step restrictors that the design team has revisited under different names and colors: Static Orb made it symmetrical and brutal, Stasis made it a clock, Winter Orb did it to lands. This is the artifact-specific entry, and the one that reads least like a soft lock and most like a rule patch. White's traditional anti-artifact tools shatter; this one quietly suffocates.
