Mill four for two mana is a rate nobody would build a deck around. Splice is what turned that throwaway effect into a clock. The point was never to cast it once: it was to hold a fistful of copies and bolt each one onto a single cheap Arcane spell, paying the splice cost again and again to stack mill four on top of mill four on top of mill four. One real spell on the stack, a hand of these revealed, and a library evaporates in a single turn. That made it the engine of one of the earliest dedicated splice-mill builds, where the deck's "real" cards were just delivery vehicles and the win condition lived entirely in how many splice costs you could afford in a window. What makes the package so hard to interact with is that splice doesn't queue separate objects on the stack the way storm or replicate would; you cast one spell and reveal the rest from hand, so everything resolves at once and dodges counter-per-copy answers. As a piece of mill design it's quietly important: it showed that a weak repeatable effect plus a free-to-reveal multiplier could outrun the safety margin baked into individual cards, a lesson later mill and storm-adjacent decks kept relearning.
