The Planechase engine runs on two clocks: the triggered effects a plane exerts while you occupy it, and the volatile roll of the planar die that either whiffs or fires the chaos line. This plane wires both toward a single conversion loop that manufactures its own tribe. The planeswalk and upkeep triggers ask you to exile a non-Dalek creature you control (exile, not sacrifice, so nothing dies and no graveyard or death triggers fire), handing back a 3/3 with menace and haste through end of turn. The result is a grinder that eats the non-Dalek board you brought and replaces it with hasty, evasive attackers that happen to be exactly the creature type its second ability rewards. That chaos line is where the theme tightens into design: when chaos ensues, a Dalek you control fires its power as damage at a creature you don't control, so the tokens you've been printing double as ammunition. The loop is self-referential by construction: convert bodies into Daleks on your upkeep, then let the die convert those Daleks into removal. The exile clause matters beyond the flavor point, too, because it means the plane cannibalizes creatures without triggering the aristocrat-style payoffs that a sacrifice would, keeping the value entirely on the plane's own terms. The asylum feeding fresh subjects into malfunctioning Daleks reads as a joke, but the mechanical payoff is a plane that supplies its own synergy pieces rather than rewarding whatever you happened to walk in with.

When you planeswalk to Dalek Intensive Care and at the beginning of your upkeep, exile a non-Dalek creature you control. If you do, create a 3/3 black Dalek artifact creature token with menace. It gains haste until end of turn. Whenever chaos ensues, target Dalek you control deals damage equal to its power to target creature you don't control.
