A dual-purpose mana source with a joke stapled to the second color: the untapped colorless tap is free, the fixing costs a mana on top, and then there's the third line, which turns a piece of tabletop scenery into a flavor mechanic. Smear Campaign is the kind of ability that exists because the name demanded it, granting menace to a legendary creature at sorcery speed for a mana and a tap. It is not a keyword grant a serious deck reaches for: menace on your commander before combat is a marginal evasion tool, and the sorcery restriction rules out the ambush use where a keyword grant actually earns its slot. What the card is really doing is being a colorless land that fixes on demand, priced the way any pay-a-mana fixer is priced, with the newspaper-building conceit paying rent as a themed bonus rather than a reason to run it. The design honesty is in the sequencing: it enters producing colorless immediately, so it is never a dead land, and the color-fixing and the menace line both cost extra because the free colorless tap is the baseline it is willing to give away. Everything above that is the setting doing its work.
