Will of the council was the design experiment that turned other players into a resource, and this Spirit is one of its quietest payoffs: a flying body whose enters-the-battlefield trigger returns a card from your own graveyard to your hand, but only after a vote that every opponent gets to weigh in on. The mechanic's whole joke is that the table almost never has a reason to deny you. Voting is for an artifact, creature, or enchantment in your yard, so opponents are not choosing whether you get something back; they are choosing which of your cards comes home, and they will reliably split, scatter, or simply not care enough to coordinate against you. A tie returns every card tied for most votes, which means a board where nobody bothers to organize can hand you two or three cards at once. That is the strategic axis hiding behind the political dressing: a recursion engine that reads as a multiplayer minigame but functions, in practice, as a near-unconditional Raise Dead with a 3/3 flier stapled on. The design lives or dies on the social fiction that votes matter; the rate is built on the assumption they usually will not.
