The sequencing is the whole point: you filter before you draw, not after, so the card you pull is one you've already vetted. Look at the top two, decide what stays and what falls, then draw. Bury the dead card and keep the live one on top, and the draw is the card you chose. Bury both, and you accept a blind draw off the fresh top of the deck. That small tension (two cards deep, one binding decision) is the honest limit: it smooths variance without letting you tutor for a specific answer the way a deeper dig would. For graveyard-based strategies the buried halves are not waste at all: flashback, delve, escape, and reanimation targets all want to be in the yard, and this fills it while replacing itself. Blue's card-filtering lineage has always run through Impulse, Sleight of Hand, and the various scry cantrips, each solving the "smooth the draw" problem a little differently. The surveil version is the one that treats the graveyard as a resource rather than a cost, which is why it reads so differently in a self-mill or spellslinger shell than in a control deck just digging for an answer. That restraint is deliberate. It keeps the card a role-player rather than a tutor, a piece of consistency glue that happens to feed the yard on its way past.
