The political payload here is the symmetry, and the symmetry is the joke. Most "trade control" effects (Mindslaver chief among them) run one direction: you steal a single turn and bend it toward your own win. This swaps two turns at once, handing each chosen player the keys to the other's deck, board, and hand for a full turn apiece. That changes the strategic axis entirely. Mindslaver is a tool you point; this is a grenade you toss between two people and watch. The control passes during each player's next turn, so whichever of the two targets the natural turn order reaches first takes their seat as a puppet before the other does, and the favor reverses whenever the second one's turn arrives. Whatever damage one steward inflicts invites retaliation when the seats flip. The seven-mana price and the strict two-target requirement (you must name another player, never just yourself) lock it out of the standard win-by-Mindslaver line and into pure table theater: tutoring an opponent's land into play, fumbling their combo, or sandbagging their attacks so the return turn lands harder. It rewards the player who can read two boards at once and ruin both, then survive the symmetric vengeance. Built for the multiplayer table where chaos is a feature, it is less a control spell than a sanctioned act of mutual sabotage, and the entertainment of the name is everyone else watching two allies become each other's worst turn.
