The word to circle is "may." When this Boar enters and you look at the top four, revealing a land is optional: you get proliferate whenever you decline to take one, whether or not a land is there to take. That single permission softens a rigid enters-the-battlefield trigger into a choice you make fresh each cast, whenever a land is there to reveal. A ramp deck grabs the land and smooths its curve; a counters deck simply looks, declines, and proliferates on top of a 3/3 body that already pays for itself at three mana. Neither mode is a whiff, and neither is a consolation prize. That framing matters for how the card slots into a deck built on counters of any kind (poison, +1/+1, loyalty, charge counters on artifacts): the proliferate is not a rider you back into by missing a land, it is a mode you can elect on purpose, turn after turn, and it lives on a permanent you can flicker or recur to elect it again. The land clause is there for the shells that want fixing; the proliferate is there for everyone else. What makes the design clean is that the same trigger serves two archetypes that want opposite things from it, and the player, when the library offers a land, decides which one they are playing.
